Texas law sets standards for outdoor pets


A new law in Texas bans the use of chain tethers, weights, and poorly fitting or constraining collars or harnesses on dogs and requires that dogs and other pets kept outdoors have protective shelter and enough space to sit, stand and move comfortably. Animal welfare advocates say the law is a good start but too vague and may be difficult to enforce.
