States could complicate rollout of OSHA's coronavirus rule


OSHA allows certain states to develop and enforce their own workplace safety rules, giving these states the power to potentially complicate the implementation of President Joe Biden's plan for mandatory coronavirus vaccines or testing. States are supposed to adopt rules that are "at least as effective" as the federal standard, and a lengthy legal dispute could ensue if they choose not to do so.
