Philadelphia building permits rise due to tax changes


The number of construction permit applications in Philadelphia reached a record high in December as developers hurried to apply before tax abatement changes took effect Jan. 1. Along with the bill, which will reduce the 10-year abatement for new residential construction by 10% each year, a 1% residential development impact tax also took effect at the beginning of the year.
