Commute times along Interstate 66 in Virginia have decreased since toll lanes were implemented and high-occupancy vehicle hours were expanded. Tolls averaged $8.19 in the morning and $4.46 in the afternoon in March.

Rebuilding the American Legion Bridge was one of the primary topics discussed by members of the public commenting on a proposed $7.5 billion project that would construct toll lanes around the Capital Beltway and extend them to Frederick, Md.; the comment period ended Tuesday. Extending the 495 Express Lanes to the American Legion Bridge is the topic of a separate Virginia study.

The Pennsylvania Turnpike is moving forward with a plan to sell its right-of-way to a company to lay fiber-optic cable for high-speed internet. The project will enable the turnpike authority to replace its radio system and connect toll plazas to central computers while also providing fiber-optic capabilities to some rural areas.

Conn. tolling bill would give in-state drivers discounts
A bill before the Connecticut legislature to implement tolling would offer an approximately 30% discount to in-state drivers who use E-ZPass. The bill is expected to come up for a vote in the House as early as today, but it may not have enough support to pass.

Ill. Tollway commits up to $11.18M to preserve creek
The Illinois Tollway has agreed to donate up to $11.18 million to help preserve a creek in the Blackwell Forest Preserve as part of a construction mitigation effort. The Forest Preserve District of DuPage County, Ill., is to approve an intergovernmental agreement for the donation, with work beginning as soon as fall.

$12M in Interstate 66 toll revenue may fund 15 Va. projects
The Northern Virginia Transportation Commission is to approve $12 million in projects funded by toll revenue from the Interstate 66 tolled express lanes. The 15 projects include a $7.2 million effort to improve bus service, along with $2.6 million to improve park-and-ride lots and public transit stations.

17 states, D.C. sue feds over rolling back vehicle emission standards

The Environmental Protection Agency wants to roll back vehicle emission regulations, and 17 states and the District of Columbia have filed a lawsuit over the action. California Attorney General Xavier Becerra said cutting back on the regulations ran afoul of the Administrative Procedures Act and the Clean Air Act.
