N.M. to change its insurance regulatory system
Insurance regulation in New Mexico will no longer be under the Public Regulation Commission after voters this month approved a constitutional change to create the Office of the Superintendent of Insurance. The move comes as the state is preparing for oversight of health plans in its health insurance exchange under the Affordable Care Act. The Legislature next year is expected to determine the qualifications for the insurance superintendent and form the commission tasked with the official's appointment. A data breach involving the Social Security numbers of 3.8 million South Carolina taxpayers, along with credit card and bank account information, was possible because of an obsolete Internal Revenue Service standard and aging computer equipment, Gov. Nikki Haley said. The IRS doesn't require Social Security numbers to be encrypted, she says, but the state will now encrypt that data. Public employers who switch from pensions to defined-contribution retirement plans would likely attract workers who aren't as committed to the employer and who are less willing to learn skills that they can't transfer to another job, a study says. Va. county official wants to push workers to be smoke-free
Gerald Hyland, a member of the Board of Supervisors in Fairfax County, Va., wants to require county employees who smoke to take classes to help them quit. Such policies for public employees are gaining traction amid growing health care costs associated with tobacco use, experts say. U. of Colo. gets no requests for housing in dorms allowing guns
Not one University of Colorado student has requested to live in dorms on the Boulder and Colorado Springs campuses where concealed handguns are now allowed with a permit, a university spokesman said. Dorms at the two campuses were segregated for students with valid concealed-carry permits. Various reasons have been cited for the lack of requests, such as a small number of students having permits.
