  • HHS grants $1.5 billion for insurance exchanges
    HHS announced on Thursday the 11 states that will receive exchange establishment grants from the federal government totaling $1.5 billion. California, Kentucky, Massachusetts, New York and Oregon have all been given multi-year Level Two grants, an indication officials believe those states have made significant progress. One-year Level One grants have been granted to Delaware, Iowa, Michigan, Minnesota, North Carolina and Vermont. Level One funds are designed for early work on exchanges.   • IRS proposes ACA rules for small businesses
    Businesses that employ 50 or more workers who average at least 30 hours per week or whose full-time and part-time workers meet certain thresholds will be required to sponsor health insurance for more than 5% or five of those workers, whichever is larger, or face a monthly penalty under proposed Internal Revenue Service rules for implementing the Affordable Care Act. Paid leave counts toward hours worked, and the rules do not define "seasonal employees" or spell out how to apply the regulations for owners of multiple businesses.   • HHS updates HIPAA rules
    HHS updated HIPAA rules to limit the use and disclosure of protected health information for fundraising and marketing, prohibit the unauthorized sale of protected health data, broaden patients' rights to restrict disclosure of health information, prohibit insurers from using or sharing genetic data for underwriting and replace the standard of "harm" under the HITECH Act's breach notification rule, among other changes.
