    The Gary Sinise Foundation and the Tunnel to Towers Foundation have created a program that aims to build dozens of homes for military veterans who have had most or all of their limbs amputated, or who have become paralyzed. Each home is tailored to the service member who lives there and is equipped with amenities that can be controlled with mobile devices. The homes cost about $500,000 each.     Budget concerns are among the factors prompting the Navy to consider moving to a single littoral combat ship design instead of the current two, a change that would cut the LCS order by half. According to people familiar with a classified memo created by the head of Naval Surface Forces, Vice Adm.
