  • Where do state benchmark plans stand?
    According to a Commonwealth Fund report, 24 states plus the District of Columbia have selected a benchmark plan for public exchanges and the individual and small-group markets, with 19 using current small-group plans and five opting for HMO or state worker benefit plans. Elsewhere, the largest small-group plan available in the state will serve as the benchmark. AHIP President and CEO Karen Ignagni has noted that while insurers like the flexibility offered to states on setting benchmarks, the minimum standards "will still require many individuals and small businesses to purchase coverage that is more comprehensive and more expensive than they choose to purchase today."   • Study finds broad consumer interest in exchanges
    A study from J.D. Power and Associates shows widespread interest in shopping for insurance through exchanges. Close to three-quarters of people who buy their own insurance say they are likely to purchase coverage from a public exchange. Forty-eight percent of health plan enrollees overall demonstrated interest in shopping through an exchange, and those insured through work were more likely to indicate interest if not given a choice of coverage through their employer.
