    The Propane Education & Research Council and as many as 300 commercial mower dealers will team up for PERC's Dealer Demonstration program. PERC will ask commercial dealers to test a propane-fueled mower for 90 days and report back. PERC will cover $2,000 of a propane-fueled mower's cost if participating dealers decide to buy.   • Economy gets boost with retail spending up, debt down
    Retail and restaurant sales increased by a seasonally adjusted 1.1% in September from August, the government reports.
