- IT issues pose logistical challenge to exchanges
Many hurdles need to be cleared before state insurance exchanges are operational. Not least of those is IT interoperability. Systems that need data-sharing capability include a federal "data hub," private insurer enrollment systems, state systems for Medicaid enrollment and more.
