  • Mich. city mayor begins replacement search before manager resigns
    Bay City, Mich., Manager Robert Belleman has not yet received a formal offer to take the place of Saginaw County's retiring controller, but a formal offer is expected Tuesday and Bay City Mayor Chris Shannon has already started considering who could replace Belleman on an interim or permanent basis. "It would be prudent to be proactive," Shannon said. He said he has already reached out to several city officials including the city clerk, deputy city manager, police chief and finance director.   • Ohio city manager says city needs to invest in itself
    If the Hamilton, Ohio, City Council wants to improve finances and create more jobs, it will have to make plans to reinvest in its infrastructure, the city manager said during a budget presentation. He said businesses leave Hamilton because of a lack of amenities on one of its busiest streets. "We have a lot of empty buildings and that leaves the perception that Hamilton is a dying town," the city manager said.   • Ore. city voters could decide on fluoride as early as May
    The Portland, Ore., City Council will consider putting the issue of drinking-water fluoridation on the ballot in a special election in May 2013. The measure is scheduled for the next primary in May 2014, but Commissioner Randy Leonard said adding fluoride to the drinking water is a health issue and should be decided sooner.
