- EPA approves E15 misfueling mitigation plan
The Environmental Protection Agency has approved the Renewable Fuels Association's mitigation plan for misfueling E15, which brings the fuel a step closer to implementation. The plan is meant to assist marketers in the blending, storage and dispensing of E15, and RFA will provide E15 labels to marketers for free. "With [the] announcement, EPA is clearing the way for E15 and allowing America's ethanol industry to turn its full attention to educating retailers and consumers on the benefits of higher level ethanol blends and ensuring that state fuel regulations allow for their sale," said RFA President and CEO Bob Dinneen in a statement. - Cargill to invest $200M in corn-ethanol plant's expansion
Cargill is moving forward with plans to increase its corn-ethanol production capacity despite a slowdown in demand for the biofuel, said Alan Willits, president of Cargill Corn Milling. The company is on course to invest $200 million to retrofit and expand a corn-ethanol plant in Fort Dodge, Iowa, which will open by the fourth quarter of 2013, Willits said. "Biofuels have an important role to play as a fuel source in North America. We want to be a part of that whether it's serving our farm customers or our food customers." Reuters

- Several factors contribute to food-price inflation
U.S. biofuel policies are not solely to blame for high food prices, according to Steve Odland, an adjunct professor at Lynn University and Florida Atlantic University. Soaring oil prices, extreme weather events, increased demand for food from China and India, reduced output from key crop-producing countries, and restrictions on pesticide use are among the factors behind food-price inflation, Odland writes. - OECD: World must end fossil fuel reliance to combat global warming
Unless countries implement tougher anti-pollution measures, global greenhouse-gas emissions will rise by 50% by 2050 amid continued dominance of fossil fuels in the energy supply, according to projections by the Organization for Economic Cooperation and Development. "Unless the global energy mix changes, fossil fuels will supply about 85 percent of energy demand in 2050, implying a 50 percent increase in greenhouse gas emissions and worsening urban air pollution," the OECD said in a report. - Europe must standardize its policy on biofuels, execs say
Europe must implement a consistent policy on biofuel requirements, according to executives at the European Fuels Conference in Paris. "There is significant regulatory uncertainty and no consensus on the biofuel pathways to 2020 and urgent action is required," said Christian Hoppe, Royal Dutch Shell's downstream policy and advocacy manager for Europe. "For 2020, Europe needs clear mandates [on] biofuels blending rates to avoid market fragmentation," added Rodica Faucon, fuels expert for Renault's power train engineering division. Platts
