    Officials of companies seeking to win Philadelphia's second casino license will soon undergo background checks as part of the application process. "We're really looking just to make sure that things are in actuality as things are presented by the applicant," said R. Douglas Sherman, chief counsel of the Pennsylvania Gaming Control Board. The board has identified 54 people linked to the applicants who will face financial checks and background reviews.     Dan O'Leary, a developer who hopes to build the first gambling complex in Georgia, said he is not giving up on the project, though he did not extend the contract to buy the land for it.     The debate on whether implementing a nonsmoking policy in casinos affects revenues continues among casino officials, gaming industry analysts and gamblers. Dennis M. Farrell Jr., managing director of gaming, lodging and leisure research at Wells Fargo Securities L.L.C., says smoking regulations affect casino revenues. "Gaming markets that have initiated a full smoking ban have seen gaming revenues decline by at least 15 percent, which in turn has contributed to 20 to 25 percent cash-flow declines at the gaming facilities," Farrell said.
