  • Divers to relocate mussels for St. Croix bridge project
About 15 species of mussels need to be relocated from the bottom of the St. Croix River before construction can begin on a $580-million-to-$676-million bridge that will connect Wisconsin and Minnesota, according to officials. It will cost about $50,000 for divers to move the mussels upstream this spring, says Lisie Kitchel, a conservation biologist and mussel expert with the Wisconsin Department of Natural Resources. • U.S. consumer mood darkens
U.S. consumer sentiment this month is at its lowest since summer, colored in part by the unresolved budget situation, according to a University of Michigan-Thomson Reuters survey. "Confidence is lost much more easily than it can be regained, and the pessimism created by not reaching a resolution before year-end will be difficult to reverse even if a settlement is reached soon after the start of 2013," said Richard Curtin, the survey's chief economist. Jones, CEO of the International Bridge, Tunnel and Turnpike Association. "With highway congestion rising, gas tax revenues falling, and our legislators scrambling to meet a long list of urgent funding priorities, now is the time to think outside-the-box about all potential options to generate much needed revenue to fix our roads, bridges and tunnels," he writes.
