    Design and engineering work can begin on the proposed $1.8 billion rebuild of Salt Lake City International Airport now that the City Council has approved a resolution to reimburse the airport for its capital expenses.     Seven cross passages are being built between the third and fourth bores of San Francisco's $390 million Caldecott Tunnel to facilitate escape in the event of an emergency. Doors to the passages will be electronically operated. "We’re in the process of building a state-of-the-art facility with very sophisticated monitoring systems," said project spokeswoman Ivy Morrison.
