    Ethanol producer Golden Grain Energy is planning to allow a company to develop a natural gas-fired power plant on its property in Mason City, Iowa. Golden Grain Energy plans to use the heat from the plant to reduce fuel costs and lower its carbon footprint enough to qualify for an environmental tax credit and meet California's low-carbon fuels standard.     Brazil's government is considering a proposal by Petrobas to raise the amount of ethanol in the country's fuel supply, officials said.
