- Industry seeks expanded offshore drilling in Obama's second term
The shallow-water drilling industry hopes that President Barack Obama's apparent support for expanded oil and natural gas development leads to pro-energy policies for the Gulf of Mexico, writes Jim Noe, executive vice president of Hercules Offshore and executive director of the Shallow Water Energy Security Coalition. The schedule and outcome of drilling permits should be more predictable and organized. - Poll: Most Americans favor Canadian crude imports over others
The majority of Americans would choose gasoline derived from Canadian oil over crude from other countries, according to a Canadian Association of Petroleum Producers-commissioned survey. "On its merits -- secure, reliable supply, creating jobs and economic benefits in both countries, with environmentally responsible policy and performance in place -- Canadian oil is the right oil for the United States, at the right time, and from the right country," said Dave Collyer, president of CAPP. The poll also determined a decrease in the number of Americans that have no knowledge about TransCanada's Keystone XL pipeline compared with a survey last year. Calgary Herald (Alberta)

- Lamar McKay to lead BP's upstream unit
BP America Chairman and President Lamar McKay has been selected to lead BP's oil and natural gas production and development. He will assume the post in 2013. "During the past two years, we have successfully introduced a more centralized organization to our upstream; BP's largest organizational change for two decades. I believe it is now timely and appropriate to appoint a fully dedicated chief executive to this, our largest business," said Robert Dudley, CEO of BP. The Wall Street Journal

- Worker dies from Black Elk Gulf platform fire
A second rig worker has died after the Nov. 16 explosion at Black Elk Energy's offshore oil platform in the Gulf of Mexico. Avelino Tajonera of the Philippines succumbed from severe burns sustained from the incident, his country's embassy said. Three workers remain hospitalized while one person is still missing. - Apache's Canadian wells yield successful results
Some of Apache's wells in Canada's Kaybob Dunvegan oil reserve yielded promising results. One recent development well there tested at a rate of 300 barrels of oil per day, Apache said. "These wells were drilled in areas which have been producing for over 40 years but which have the potential to be completely rejuvenated through the application of horizontal drilling and multi-stage hydraulic fracturing," said Tim Wall, president of Apache Canada. - BP in natural gas development talks with Azerbaijan firm
BP and its Azerbaijan International Operating partners are in discussions with Socar over the development of the natural gas resources in the ACG oil field off the Azerbaijan coast, said Vaqif Aliyev, head of Socar's investment unit. The fields hold over 7 trillion cubic feet of natural gas. Chevron, ExxonMobil and Statoil are among BP's partners in AIOC. The Wall Street Journal

- BSEE: Black Elk Energy must improve safety conditions
Black Elk Energy needs to improve its offshore operations immediately following a lethal offshore platform blast in the Gulf of Mexico, according to the Bureau of Safety and Environmental Enforcement. "Black Elk has repeatedly failed to operate in a manner that is consistent with federal regulations. BSEE has taken a number of enforcement actions, including issuing numerous Incidents of Non Compliance (INC's), levying civil penalties and calling in the company's senior leadership to review their performance and the ramifications of failing to improve," said BSEE Director James Watson. - Wyo. drilling projects secure BLM approval
The Highland Loop Road, Spearhead Ranch and East Converse exploration projects in Wyoming have secured approval from the Bureau of Land Management's Casper Field Office. A total of 12 companies are eager to drill in the areas, BLM said.
