    The Department of Health and Human Services has issued guidance on using health-reimbursement arrangements with insurance policies bought from private insurance exchanges. The typical HRA credit limit of $1,000 to $2,000 has raised questions because of the Affordable Care Act's provision against coverage limits on health care expenses. The department says an HRA would not violate the provision on annual and lifetime limits as long as it is tied to or "integrated" with an employer group plan.
