    The Department of Health and Human Services has issued guidance on using health-reimbursement arrangements with insurance policies bought from private insurance exchanges. The typical HRA credit limit of $1,000 to $2,000 has raised questions because of the Affordable Care Act's provision against coverage limits on health care expenses.
