- Sandy prompts DHS to renew call for "Cyber Reserve"
Homeland Security Secretary Janet Napolitano is calling for the formation of a special reserve of computer experts to help protect the nation from cyberattack. Citing the damage to the electrical grid from superstorm Sandy, Napolitano pointed out that the country's power infrastructure can also be brought down by attacks on control systems from hostile nations or terrorists. - Calif. congressman opposes plan to retire C-23 fleet
Rep. Duncan Hunter, R-Calif., is urging the Army not to retire its fleet of C-23 Sherpa cargo planes until a replacement is in place. The plan to retire the Army National Guard fleet poses a "risk to our national security and states ability to respond to natural disasters, border security and other emergency operations," Hunter writes in a letter to be sent to Army Secretary John McHugh next week. - Report: White House can delay sequestration
If Congress is unable to reach a deal by the end of the year to avoid sequestration, the White House has the power to delay budget cuts for up to a month, according to a report by OMB Watch, a nongovernmental agency. - Court orders DOD to justify injury-benefits policy
Former Army National Guard member Tanya Towne, who was injured in pre-deployment preparation and then medically discharged, is challenging a Pentagon policy on injury benefits. Under a Bush-era directive, service members who suffer injuries in training do not receive the same benefits as veterans with combat injuries. A federal court recently ordered the Defense Department to review Towne's case and offer a better explanation of its injury-benefits policy. The Miami Herald(free registration)
