The budget is said to be coming April 8, although the White House hasn't confirmed that date.     A 57-page report stemming from an investigation of Madigan Army Medical Center recommends reforms to the Army's psychiatric programs, such as simplifying some procedures and offering additional resources to Reserve and National Guard members in remote locations. The review was prompted by allegations that Madigan doctors were improperly downgrading post-traumatic stress syndrome diagnoses, a charge that the report said there was no evidence of.
