- EU will stand beside U.S. in fighting Internet controls, levy
European Union nations will join the U.S. in trying to block attempts by Russia and other countries to tax Internet traffic and make it easier to monitor individuals' online activity, when a 193-member U.N. group meets next month in Dubai. "The EU believes that there is no justification for such proposals," the European Commission said today, a stance also held by such countries as Canada, Australia, New Zealand and Mexico. Reuters

ITU asserts conference is not about controlling the Internet: The International Telecommunications Union is trying to allay fears that its December meeting in Dubai will turn into a referendum on allowing governments to exercise greater control over the Internet. The ITU says it has adopted a resolution "inviting" countries to "refrain from taking any unilateral and/or discriminatory actions that could impede another Member State from accessing public Internet sites and using resources." - Fibertech Networks to build fiber-optics network in Cincinnati
Fibertech Networks is beginning construction on a 150-mile fiber-optics network to serve business and government customers in Cincinnati, putting the company in competition with Cincinnati Bell and Time Warner Cable, writes Alexander Coolidge. The Rochester, N.Y.-based company is expanding in Ohio, adding to its bandwidth service in Columbus and entering Akron, Cleveland, Dayton and Toledo in the near future, he notes. Cincinnati.com

- Redbox Instant subscriptions will start at $6 a month
Redbox Instant by Verizon, which is being tested ahead of its unveiling by the end of 2012, reportedly will offer unlimited streaming of "Rango," "Iron Man 2" and other titles for $6 a month. For an extra $2 a month, users will be able to use four monthly Redbox credits to check out DVDs from Redbox kiosks. Redbox Instant will be accessible via the Web, Android and iOS devices, Xbox 360, and some Samsung TVs and Blu-ray players, with each subscription good for up to five devices. GigaOm
