    Southern Co. and the Department of Energy reportedly are nearing the completion of a loan guarantee agreement that would support Southern's reactor expansion project at its Plant Vogtle facility in Georgia, said Marvin Fertel, president and CEO of the Nuclear Energy Institute. The two parties struck a preliminary deal three years ago on an $8.33 billion guarantee, but a deal has not been finalized.
