- SEC to finalize key disclosure rule in August
The Securities and Exchange Commission seeks to complete rules in August requiring oil and natural gas firms to disclose payments made to foreign governments. The American Petroleum Institute and other industry groups have said that such rules could place domestic companies at a competitive disadvantage with foreign firms. "We hope the SEC works out the anti-competitive aspects of this statute as it finalizes the rule," said API spokesman Carlton Carroll. The Wall Street Journal/Corruption Currents blog

- Anadarko, unnamed firm sign $556M Gulf development deal
Anadarko Petroleum has agreed to jointly develop a project in the Lucius field in the Gulf of Mexico with an undisclosed company. Under the terms, the unnamed firm will spend $556 million to finance the project through primary production and will obtain a 7.2% working interest. Anadarko said it expects production to commence in the second half of 2014. Reuters

- Antero closes $445M sale of assets to Vanguard
Antero Resources has finalized the sale of its properties in Arkansas and Oklahoma to Vanguard Natural Resources for $445 million. The properties in Arkansas' Fayetteville Shale play and Oklahoma's Arkoma Basin hold about 251 billion cubic feet of proved developed reserves as of March 31. The Denver Post

- GE signs oil, gas equipment agreement with Rosneft
General Electric struck a deal with Rosneft to study opportunities to manufacture and sell oil and natural gas technologies in Russia. "The MOU underscores GE's interest in discussing, jointly with the Russian government and Russian oil and gas companies, the technology needs of the Russian oil and gas industry today and in the future, identifying key areas of cooperation to create value for the Russian Federation and GE," said John Krenicki, president and CEO of GE Energy. - ExxonMobil mulls joining Afghan oil, gas tender
ExxonMobil is considering taking part in an oil and natural gas exploration tender in Afghanistan covering six blocks. - Watson: BSEE to unveil drilling safety rule soon
A rule covering the cementing and design of offshore wells is scheduled to be completed "any day now," said James Watson, director of the Bureau of Safety and Environmental Enforcement. "That one is in its very final stages of review at the Office of Management and Budget," he said. - Obama is urged to improve procedures for LNG exports
The Obama administration should speed up the approval process for liquefied natural gas exports amid a shale gas production boom that has kept prices for the commodity weak, a group of 21 lawmakers said. "Production is outpacing demand and depressing prices below the break-even point for some producers," the lawmakers said.
