    Google named Sundar Pichai, the head of its Chrome browser and operating system unit, to lead the company's Android division following the resignation of Andy Rubin in what CEO Larry Page insisted was a voluntary move.     The Digital Advertising Alliance's privacy guidelines for mobile are expected to include consumer notification about online behavioral advertising and provision for consumers to opt out of allowing their information to be collected across applications. An opt-in provision for some types of information collecting is also expected, and advertisers may be asked to de-identify individuals after information is collected from their specific devices.
