  • New taxes on industry will raise costs, report finds

  • Calif. aims to improve health, lower costs for care of dual-eligibles
    California is working to improve the health of people eligible for both Medicare and Medicaid while cutting costs, and 25 states have applied to be part of a broader federal effort to similarly transition enrollees to managed care. Massachusetts and Washington, D.C., will start on April 1. So-called dual-eligibles are among the sickest, most complex patients enrolled in government programs, accounting for 31% of Medicare costs and 39% of Medicaid's, according to the CMS.   • Few HDHP holders understand preventive care is likely covered
    A survey finds that almost 20% of respondents under high-deductible health insurance plans avoided going to preventive care visits, despite the fact that their plans fully cover it. High-deductible or consumer-directed plans normally don't charge out-of-pocket costs for preventive care, annual physicals or screening tests as a way to promote preventive care, but only 18.1% of the survey respondents understood this rule, researchers said in a study published in Health Affairs.
