NRCA issues Action Alert regarding legislation to repeal recordkeeping rule

NRCA supports a congressional Resolution of Disapproval that seeks to repeal a regulation by the Occupational Safety and Health Administration to lengthen the statute of limitations for recordkeeping violations. Number of right-to-work states reaches 28

Gov. Eric Greitens (R-Mo.) signed a right-to-work measure Feb. 6, making Missouri the 28th state with such a law, according to constructiondive.com. The new regulation states workers are not required to pay dues or join unions when working on union projects and job sites. Those in favor of the measure say it would create a business-friendly environment in the state, but labor union representatives argue such laws are meant to diminish union influence and would only decrease wages and workplace safety conditions. OSHA removes justification of controversial injury and illness rule from website

The Occupational Safety and Health Administration (OSHA) has removed from its website justifications for publishing data from individual employers' injury and illness logs that OSHA requires businesses to update regularly, according to Bloomberg BNA. If the injury and illness rule is fully implemented, about 466,000 worksites with more than 20 employees would have their data published on OSHA's public website by 2019. Roofing contractor receives additional $205,544 fine

The Occupational Safety and Health Administration (OSHA) cited Robert Barringer III, owner of Barringer Brothers Roofing, Swansea, Ill., Feb. 3 for $205,544 worth of alleged violations; Barringer already faces proposed fines of $485,902 from previous violations and now has passed the $690,000 total fine threshold, according to Bloomberg BNA. Average first-year wages increase 3 percent

The average first-year wage increase was 3 percent compared with 2.9 percent reported in 2016, according to data compiled by Bloomberg BNA for all collective bargaining settlements through Jan. 9. The median first-year wage increase for collective bargaining settlements reported to date in 2017 was 2.6 percent compared with 2.5 percent in 2016, and the weighted average was 2.7 percent compared with 3.4 percent in 2016. The IRS warned taxpayers to be on the lookout for unscrupulous return preparers, one of the most common "Dirty Dozen" tax scams seen during tax season, according to www.irs.gov. Although the vast majority of tax professionals provide an honest service, there are dishonest preparers who set up shop each filing season to perpetrate refund fraud, identity theft and other scams that hurt taxpayers. Construction employment reaches highest level since 2008

U.S. construction employment increased by 36,000 jobs in January as employers raised pay to try to address the worker shortage, according to www.agc.org. Construction employment totaled 6.8 million in January, which is an increase of 36,000 from the revised December 2016 total and an increase of 170,000 -- or 2.6 percent -- from a year ago. Hourly earnings in construction are rising faster than the 2.5 percent increase for all private sector workers and now are nearly 10 percent higher than the private sector average of $26 per hour. House votes to approve resolution to repeal "blacklisting rule"

The House voted 236-187 Feb. 2 to approve a resolution to repeal the Department of Labor's (DOL's) Fair Pay and Safe Workplaces Act, often referred to as the "blacklisting rule," which contains new requirements for contractors bidding on federal contracts, according to constructiondive.com. In addition to repealing the rule, the resolution would prohibit the Federal Acquisition Regulatory Council from issuing an identical or similar regulation going forward. Unions and companies clash regarding OSHA hearing loss rule

Union representatives and employer representatives are voicing their disagreement regarding the Occupational Safety and Health Administration's (OSHA's) proposal to revise its rule for whether an employee's hearing loss should be considered job-related, according to Bloomberg BNA. OSHA and union representatives refer to the potential change as a "clarification" of existing requirements that determines hearing loss must be recorded if work has contributed to it in any way. However, employer representatives say such a change would result in companies recording hearing losses that were not job-related. Find more information here.


NRCA will hold children's art contest for National Roofing Week

To celebrate National Roofing Week in June, NRCA is holding a Children's Art Contest, sponsored by A.C.T. Metal Deck Supply and the International Roofing Expo®, to promote the importance of having a roof and the value of a professional roofing contractor. Katharine Morgan becomes president of ASTM International

On Feb. 1, Katharine Morgan began serving as president of ASTM International, one of the world's largest standards development organizations. She succeeds James A. Thomas, who served as president for 25 years. Morgan is a 33-year veteran of ASTM International. She served as executive vice president for the past two years and before that was vice president of technical committee operations, leading a 50-member team that supports the volunteer work of ASTM International's 30,000 members worldwide. NRCA staff volunteer at Ronald McDonald House

NRCA staff have been volunteering for the Meals from the Heart program at a Ronald McDonald House located near the Loyola University Medical Center in the Chicago area. Volunteers for the program provide a home-cooked meal, allowing families to unwind, relax and recharge so they can be at their best for their children in the hospital. Meals from the Heart volunteers plan the menu, purchase the ingredients, prepare the meal in the Ronald McDonald House kitchen, serve the meal to the families, and clean up after the meal. Employers claim all seasonal worker visas available for first half of fiscal year

Employers have claimed all 33,000 visas available during the first half of fiscal year 2017 for low-skilled, seasonal workers outside of agriculture, according to Bloomberg BNA. U.S. Citizenship and Immigration Services said Jan. 10 was the last date it accepted new petitions for H-2B workers with a start date before April 1. It is expected businesses will scramble to claim the 33,000 H-2B visas available during the second half of fiscal year 2017; those visas are for April 1 through the end of September, so there likely will be more demand. Longtime NRCA member passes away

Stephen J. Krupnik Jr., owner of Krupnik Brothers, Glen Burnie, Md., passed away Jan. 24. He was 85. After graduating from Mount Saint Joseph High School in 1951, Krupnik served in the Army during the Korean Conflict. He and his late brother John started a family roofing company, Krupnik Brothers Roofing, in 1957. The company was an NRCA member for almost 50 years until Krupnik retired in 2015.
