New ESSA spending rules proposed

A proposal by the Council of Chief State School Officers would do away with the four options proposed by the US Education Department for distribution of state and local school aid under the Every Student Succeeds Act. The group also proposed that state and local money should be given to schools without considering their Title I status, which denotes schools with high rates of students living in poverty.
